- general structure: leaders with small groups of people who report to them. no head, which has quite a bit to do with why they haven't gotten very far.
- being associated with agitators is enough to get you thrown in lockup for civil disturbances. being a known agitator leader will get you locked up if you get caught.
- some have allies among the law enforcement, but the relationships are generally a little tenuous as they're both really at risk by associating with each other.
